A Law is not The Law

A group in Florida was fined over $2000 for feeding poor people in the park. (See) It was said that they were breaking the law. But they were not breaking The Law, they were breaking A law, a law written by the politicians of Daytona Beach. Who writes laws making it a crime to feed the hungry, to help the needy? (More than a handful of cities in the USA have enacted such laws.)

Those of us who know The Law, know the answer.
